Extra Clothing Allowance are in addition to the initial and replacement allowances. ECA does not reduce, replace or otherwise affect the other clothing allowances. Extra Clothing Allowances cover unusual circumstances when an enlisted member may require additional uniform items or when a service member may require civilian clothing to perform his/her assigned duties.
